Walkthrough
To begin this quest, hand the Rusty Blade you obtained during The Ruins of Hebian-To quest to Shi Burigawa in Zu. Just like before, your goal is to explore the ruins for another spirit. There is some combat required, but it's only solo monsters.
The Restless Spirit is at 11.9N 68.2E. Speak to it to advance the quest.
Your next task is to destroy 4 Listris Nefanes which spawn around the ruins. Once you've done that, return to the Restless Spirit.
Next, go to the tower in the ruins and look for a chest at 11.5N 68.6E. Loot this chest for a Muddy Wheel.
Return to Zu and hand the Muddy Wheel to Shi Burigawa to complete the quest and earn your reward.
