Speak with Eshivon Ugim inside the Arcanum Vault at 38.6N, 25.4W. The quickest way to the Arcanum Vault is to use a Portable Nexus to Hero Shrine. Otherwise run south from Northwest Esper Outpost.
Hand him the following four items,
They come from Reckoning Gem caches, and can be traded or bought/sold in curiosity shops.
