This Glyph it's a "key" that allows the characters to enter the Dungeon: Cobalt Vault.
Can be found on loot from Cobalt Drudge Slinker and Cobalt Drudge Prowler in Cobalt Sweeps zone.
It's also given as a reward for completing Isle of Tears Quest.
