Speak to the Arwic Mines Overseer, and then head to the New Arwic Mines at 45.6N 2.6W. This is a small series of tunnels built into the mountainside. Once you go down the spiral hall, take a right and fight the Edge Beetles in your way. You should start to see Drudge Outcasts, which drop the Crude Flat Hammer you need. Kill one, loot a hammer, and return to the Arwic Mines Overseer. Hand it to him to advance the quest.
He will give you 20 iron and a recipe for an Arwic Mines Short Sword. The sword takes 20 iron to create, and doesn't require a forge or craft skill. Craft the sword and hand it to the Arwic Mines Overseer to complete the quest. The Arwic Mines Overseer will give you an Arwic Outlands Glyph, and The Shaper's Guide.
