Speak to Sparks at 9.1N, 21.3E in Shoushi, via Molwirth or Cavendo to begin this quest.
You need to visit two different mines in the Prosper Marches region and harvest their materials. You must pay the Drudge stationed next to both mines 25 Coins to allow you to mine five times, giving you 15 yields - only 3 are needed for the quest, but you may save the remainder to use to create Green Rockets.

Hand a stack of 3 Stronium and 3 Barium to Sparks to complete your quest.
You will earn experience and receive quest recipes for Spark's Green Rocket and Spark's Red Rocket. To make them, you'll need Stronium/Barium, Black Powder and a Launching Tube. The latter two ingredients can be bought from Cedar at 10.0N, 21.7E in Shoushi for 30 gold each.

Sparks tells you, "I am Sparks, Master of the Flame! No one knows fire like I do! In fact, I can even call it to my very whim! Yes! And if you bring me 3 Barium elements from Drizzle's mine in the center of the Prosper Fettermound and 3 Stronium elements from Skink's mine in West Prosper, I'll teach you to do it too!"
Skink tells you, "So you want some of my special Stronium, do ya? Well, anyone can mine for it, but they'll have to pay me for it first. I'll let you mine it 5 times a day for 25 gold. How's that sound?"
Skink tells you, "I'm telling you, this mine will make me a fortune! Go ahead and mine away - I won't stop you."
Sparks tells you, "Flames and more flames! Why, this is exactly the right amount of both elements that I asked for. Now hold still. I shall teach you the ways to call the flames!"
